How do I force Windows to copy the windowsapps folder?

I haw tried explorer++ & Exec TI.

I have taken ownership of the files involved.

I have tried using a different account.

I have tried changing my telemetry in GPE.

I have tried robocopy and the move/copy command in CMD.

I have tried changing my NetworkID to private.

I have even tried using a Linux install disc.

The same error prevents me copying my PC the way I'd like: "your organization doesn't allow you to place this file here". I believe there's a software solution. A program that forces Windows to copy the files I want into the folder I want.

My history explains it better, but I want to combine 2 Windows Store Apps folders under one directory. Someone said it was easy, but never responded. I am running out of options. If MS wants me to redownload my files sooo badly, maybe I'll just find alternatives where I can.
